Your interpretation is incorrect on two counts. First, 準優勝 and 優勝に準ずる成績 are different. Second, this is actually これ(2場所連続優勝)に準ずる成績, that is, equivalent to two consecutive yusho, not two consecutive yusho-equivalents

The equivalent thing isn't made up. Take this excerpt from this NHK article: 横綱審議委員会は内規で大関で2場所連続優勝した力士を横綱に推薦することを原則とし、これに準ずる成績をあげた力士を横綱に推薦する場合は、出席した委員の3分の2以上の決議が必要と定めています。 My translation: According to the Yokozuna Deliberation Council rules, in principle an Ozeki with two consecutive yusho shall be recommended for promotion to Yokozuna; in the case where a rikishi with equivalent results is to be recommended for promotion, a two thirds majority of the members present is necessary.
