broadband internet in japan?

hi all,

my wife will shortly be leaving on a trip to japan, and is supposed to help her parents, who know nearly nothing about computers or the internet. She is planning to order broadband internet for them, but we aren't sure about how the charges work. does being on dsl in japan count as a local phone call, and therefore you get charged for your time online? i suspect that is the case, and the yahooBB page in english seems to agree with me, though i am not totally sure. here's the advertisement that i am talking about:

now, there's the little hidden *2 in there which says that bb phone charges per minute are not included, and does this mean, as i think it does, that they are charging you per minute? for your online time on top of the basic service charge?

aside from help with these questions, does anyone here recommend any particular broadband service? i guess it's beyond hope that anybody who will see this lives in the nagoya suburbs around oobu and give recommendations for that particular area (where the parents live.)

why yes, that's my small brain showing off its uselessness again. it would have been the third one, because i was attempting to put them in banzuke order. but i leaned my head over and my brain trickled out of my ear while i was writing that post. i didn't notice until after i had posted. so it should have read:
