Hakuyozan has received a new kesho-mawashi from his hometown of Shirataka, Yamagata prefecture. Costing around 3 million yen, it features symbols of the town and prefecture - a white hawk (shiroi taka) and the official flower of the prefecture, a safflower. The flower was dyed with locally-produced dyes made from safflowers, which are widely grown in Yamagata.

It was unveiled at the town hall on August 26th and will be on display there until September 5th, when it will be sent to Hakuyozan for (hopefully) use in the Aki basho. Since he couldn't attend in person, his mother stepped in alongside the Mayor, Seishichi Sato.

Asanowaka for juryo promotion got the standard kesho mawashi of HIS university, Toyodai. The presentation was on the 22nd, he told he'll get in all 3 kesho mawashi for promotion. http://www.nikkansports.com/battle/sumo/news/202110250000903.html

Terunofuji is sporting a new keshomawashi set this tournament (Kyushu 2021).  The apron worn by Terutsuyoshi features a castle (Himeji?) and that of Takarafuji an eagle(?).  Can anyone [#akinomaki ;-)] identify the kanji that appears on Terunofuji's apron?  Just curious.

The sponsor is another mystery.  "GOOD SPEED" is the American version of "Godspeed".  Seems more like a wish than the name of a sponsor.

Appreciate the photo, rhyen.  The only thing is, "Terunofuji and Co," cracked open another new set today (i.e., day 5)... (n.b., that's a hint). ;-)

MItakeumi gets a new one from his locals in Agematsu, from the Agematsu genki-kai (as a pun also: Is Agematsu genki(lively)?). It shows the town character Taro-kun, from the tale of Urashima Taro, catching a tai (the yusho fish) at the Nezame no toko gorge, the local tourist attraction. 

It looks like the fishing line snapped and the tai escapes (another failed yusho), but the designer explained it is not cut, it is the sun reflection on the fishing line: with the hope he gets the yusho fish for hatsu and gives a boost to the ozeki run (a tai is also used for ozeki and yokozuna promotion celebrations - double fish with a yusho).

Wakamotoharu for makuuchi promotion will get a kesho mawashi from the local Onami 3 brothers koenkai, the design is from one of grandfather Wakabayama, a lion dance depicted on a dark blue fabric. o

A new yokozuna set for Terunofuji which he uses since day 1 this basho - he seems to like really dark kesho mawashi, this time it's really black (with a bit of white) and not dark blue or purple

It's not the first keshomawashi with romaji in the fringe, but surely it's the first to have a rikishi's shikona only (as opposed to XX-rikishi/beya YY-city koenkai) and in romaji to boot?

Today is the 9th death anniversary of Taiho. His grandson Oho got a new kesho mawashi this basho from the Taiho arrival monument society, with the preferred kanji of Taiho, 忍 nin, endurance. The blue Hokkaido sea as the main color, Wakanai, Teshikaga and more locations related to Taiho are shown on the map. http://www.nikkansports.com/battle/column/sumo/news/202201180000493.html

The 5 kesho mawashi Oho used at the Hatsu basho, for a new makuuchi quite a lot - this recent new and another from the Oho-kai with Taiho's nin, the first he used the first 3 days, then the other

A new ozeki kesho mawashi (purple fringe) for Mitakeumi, from the chairman of the board of directors of Seven's Co., Ltd. Shichijo (七條=article seven), with the company logo - he is also the head of the Osaka koenkai of Dewanoumi-beya. Speedily produced (takes 3 months usually), Mitakeumi plans to use it on day 1 of the Osaka basho.

The name comes from Kagawa prefecture and on Shikoku island live most people named Shichijo(7).

But your statement is correct for names such as Nijo(2), Shijo(4), Gojo(5) (even though most people named so live in Shizuoka) and Kujo(9). Ichijo(1) is kind of a name coming from the north as it is a name from KyotoSanjo(3) seems to be split between Hokkaido and Kyoto. Rokujo(6) is also split between Hokkaido and Kinki。Hachijo(8) is more or less Chubu. Jujo(10), Senjo(1000) and Manjo(100000) come also from North Honshu. 

Point being that the rule is not so straightforward.
