Looking at the video of his last bout I think he suffered a right shoulder injury.

Cervical spinal cord injury requiring hospital-based treatment and one month of rest, as a result of yesterday's bout against Kitaharima. Definitely not the type of thing you want to read in a kyujo report... According to Sakaigawa-oyakata, Shironoryu is having trouble moving his head and is in no condition to do sumo. (Before anyone worries too much, I don't think they're talking about paralysis, just a painful sensation.) Edited by Asashosakari

Filing medical papers to the Japan Sumo Association that read: "with a central spinal cord injury it is expected that around 1 month of quiet outpatient treatment is needed."

I have no idea how I'd search to see the last time this happened, but I wonder how long it's been since there was a basho where no absent Jonokuchi returned to the basho in the final days so he could have 1 match to keep himself on the banzuke. Are things so bad that the oyakata are truly not afraid of rikishi falling to banzuke-gai status any more?

(now that I've mentioned it, watch someone return for day 15 - and yes, I know that's pretty much impossible)

It's the obvious explanation: Jonokuchi has become so small that some of the potential returnees are in jonidan nowadays, and will fall only to jonokuchi which is not a big falll nowadays. Actually, there are exactly two rikishi possibly going banzuke-gai (Ikeru and Kagawa), and it seems both are either too injured, intai-bound or AWOL, so no one is returning.
