I'm guessing the birds are the White Peng his shikona refers to, but what's the significance of the damselfly (looks too slender for a dragonfly)?

I think it's a dragonfly, because that's the only insect that carries a meaning - it's symbolic of samurai (being known as the victory insect) and general good vibes in Japan.

The birds form the 69, the in sumo auspicious tombo (dragonfly) is also called kachi-mushi (winning worm/insect) - erroneously said to only fly forward towards the aim, the explanation for the design tells that Hakuho apparently likes the dragonfly very much.

In the Hakuho special: on day 15 of the Nagoya 21 basho, a dragonfly/damselfly appeared inside the heya’s dohyo flying around. Hakuho took it as an auspicious sign of good luck.

Hakuho may like dragonflies, but his graphic designer is evidently unaware of the difference because that silhouette is definitely a damselfly (Dragonflies and Damselflies: How to Tell the Difference | Scottish Wildlife Trust).

The difference is unimportant in Japan, it is a kind of tombo. Just like they don't distinguish between mouse and rat (both nezumi) and rabbit and hare (usagi).

Here is a beautiful plate I just found on eBay.  I hope it’s authentic, but even if it’s not, I’ll enjoy having it as a reminder of how much I admired the G.O.A.T.’s skills and power in the ring.  
This plate is 21cm in diameter X 7cm high.  I hope the pic is clear enough.

Being pedantic must be very hard in Japanese then...

I'm surprised about the rabbit and hare, mainly because they taste totally different.

I'm fairly certain it is not auspicious, but for Hakuho the insect should perhaps be vespa mandarinia? Certaily, many of his opponents would concur.

Miyagino was appointed goodwill ambassador for Tatsuno, Hyogo - the city is famous for tombo (dragonflies), which Hakuho made the heya symbol - he wore a tombo brooch at his jacket that day. Rofū Miki was born in the city, the one who wrote the famous poem Akatombo

The 3 sekitori & 6 makushita (&Ishiura) of the heya visited the NomiNo Sukune shrine with him at the Tatsuno shrine, one location with a grave of the founder of sumo. He donated a stone monument to the shrine.

I didn't know that NomiNo Sukune (is said to have) died there in the Tatsuno/Harima domain due to sickness while he was returning to his Izumo domain from the fight against TaimaNo Kehaya - so while killing his opponent in a very long fight, he as well sustained fatal damage. The villagers there built him a tomb from the stones from the river terrace of the Ibo river.

So Miyagino now is ambassador for the locations of the graves of both
