Ms1e Takagenji (4-3)

Ms1w Joukouryu (4-3)

Ms2e Chiyonoumi (4-3)

Ms5w Ura (6-1) 

Naya leapfrogged.

Especially as there were 5 more promotion candidates that had better relative records than him.

Ura--from Jonidan 106 back to Juryo in only five bashos. He did this despite the fact that he had two severe injuries to his knee, one of which alone could easily have been career ending for many rikishis. He and Terunofuji have pulled off comebacks that could best be described as virtually impossible. I am very happy for both of them.

And having 6 or more promotions is fairly rare, especially excluding the scandal-associated weirdness of 2010 and 2011.

What are you talking about?

Both HAD injuries that have completely healed. For Terunofuji lower divisions just were a pain in the neck for getting up early 7 days every 2 months. Remember, he was on the dohyo even with his bad injury. 

Ura also is too good for the lower divisions, but still had to retreat to his shannanigans when he met rikishi doing well.  

That said, it is good, they rose so fast, bur not unexpeted and less "virtually impossible"

As mentioned, 1 win difference isn't clear cut over 2.5 ranks, and though Chiyonoumi lost to common opponent Daishoho, he did score an earlier win in juryo as well. He also beat Naya head-to-head, but not sure that made any difference.

Kotodaigo wasn't snubbed, but I am rooting for him to finally get that promotion! He was a bit unlucky not to get it with a 4-3 at Ms2, but that's just the way the banzuke works sometimes.
