This kind of attention for sumo will increase through the Olympics, probably one of the reasons Hakuho really wanted to still be a part when they roll around. She's talking to the Head Sumo Coach at Kindai University (ex-Kinki in English). So he's not an Oyakata. The wrestler she pokes is Oshoryu, formerly Kenji Motobayashi of Kinki U. (or his twin brother). If that's him, he joined Ozumo in May 2019. Also, no masks (well, only pre-COVID Japan-level masks). Methodology disclosure: I managed to recognize Toyonoshima, Ishiura and Chiyoshoma, who it turned out only shared a single makuuchi tournament, and in that basho there were only two days with all of them on the East side. Although it is quite interesting that there are specific combinations of rikishi who can "fingerprint" a tournament, though. It's in principle a simple enough task; but actually doing it....
