He defeated 2 KK rikishi in his run. That should count for something.

Yes, he beat only 2 KK rikishi who made it to the dohyo for the match, and both those opponents finished 8-7 (and Oho was 7-7 in actual matches). Further underscores how weak of a sansho run that is....

He is not responsible for the opponents not to show up. Weak sansho I agree, but the double digit is here to stay in the records

In the past ten years every double-digit KK on division debut has gotten the kantōshō. The last instances of not getting it were 10-5 Myōgiryū and Shōhōzan who were both pipped by an 11-4 Aoiyama, and a Fujiazuma who lost to a division incumbent Hōmashō, both in 2011.

I too agree it's a weak sanshō, but for a scoreline that wound up only 2 off the yūshō line, on a debut, and being involved with the arasoi at one point in time, it's unsurprising why it was awarded - and made conditional on a win, to boot. That said the sanshō being awarded on a fusen result was obviously screwed up, but that's not the worst that's happened this basho.
