Will he be on the banzuke or its early enough he wont be in it?

The banzuke is fixed by the time the new Juryo are announced on the wednesday after the basho. Anyone resigning on the monday (or possibly early hours of tuesday) will not be on it, after that they will.

0-15 due to a left arm injury during the basho, the first time in the 15 day per basho era since May 1949 that a sekitori had only one 0-15 basho.The first, but no article says the only so far. Then also the first for 20 years after Hoshitango to have a 0-15 juryo basho.

He dislocated his left knee right before Hatsu 23, to have another odd result: 0-1-6 with one fusenpai on day 2, pulling out late, though already known to be unable to enter (they don't redo the torikumi below juryo): 2 times surgery and 4 full kyujo basho in a row, return in Aki and losing the 7-0 jonidan playoff.

Oki has not yet decided what he will do, the reason for intai was the injury before Hatsu 23, that still plagues him. After the return, he had to use pain killers to fight on the dohyo and couldn't regain his strength. Another surgery with another 2 years blank was the option, he rather decided to retire: "It's meaningless when you can't aim for higher up"

The kesho mawashi made with the donations of 900 people from his village wasn't ready for the sekitori basho - he never used it. It shows the big snake from a local matsuri.
