There's no way to tell if it's something they've been doing all tournament and this was the first time it made a difference, or if it was a "mistake" like we've seen happen occasionally that will be "corrected".

If my hypothesis as to what's going on is correct, it wouldn't have mattered thus far.  That's not to say the latter isn't (also) true.

The ozeki order looks like an audible called largely because Koto is sucking every ass in sight. Give him the lowest ranked opponent for the first ozeki match.

It also sets up Hoshoryu/Oho for day seven instead of day five. They might be hoping that turns into a really good and relevant fight that fits a weekend time slot better.

Regardless, it feels like a one-off that would have been nearly impossible to predict without inside information.
